Mr.
Kelly is the former Chief Inspector of Security for
the United States Nuclear Regulatory Commission, Region IV.He brings to
his current position 35 years of experience in law enforcement and security,
starting
as a Military Police and Security Officer, Municipal Motorcycle Patrolman,
and progressing through State Police Detective, and City
Police Administrator. He went on to be Assistant
Director of the International Association of Chiefs of Police, serving
as Chief of IACP's Public Security
Center. Mr. Kelly also has a distinguished academic career,instructing
at both undergraduate and university levels. He has lectured internationally
before audiences
of international businessmen. He was most recently
the Director of the American Polygraph Association
(APA) approved, Coastal Institute For forensic
Science in Corpus Christi, Texas. That Center trains
new polygraph examiners, under the auspices of the
Texas Board of Polygraph Examiners,in compliance
with APA following the American Standards for
Testingand Materials Guidelines (ASTM).Member of
the Texas Association Of Polygraph Examiners.
